In order to manually add or remove sites from your allowed list of sites to provide pop-ups you must use the Regsistry Editor.
To access this click or tap the Start button and type in regedt32 and then right click the top result and select Run as administrator.
Once the editor is running you need to drill down to this registry key:
[HKEY_CURRENT_USER\SOFTWARE\Classes\Local Settings\Software\Microsoft\Windows\CurrentVersion\AppContainer\Storage\microsoft.microsoftedge_8wekyb3d8bbwe\MicrosoftEdge\New Windows\Allow]
Note: The 13 random characters following microosft.microsoftedge_ may be unique to your system but you should still be able to find the right registry area.
